South Korea: PIPC provides guide for pseudonymous information

On February 19, 2024, the Personal Information Protection Commission (PIPC) published a guide for providing pseudonymous information in the public sector. The guide states that its purpose is to assist public institutions with compliance with the Personal Information Protection Act (PIPA). 

The guide contains an overview of pseudonymous information in the public sector in addition to a process for providing pseudonymous information. Regarding the process for providing pseudonymous information, the guide highlights: 

  • processing of pseudonymous information; 

  • appropriateness review and how to determine a provisioning method; and 

  • administrative, technical, and physical protection measures.  

The guide also defines key terms including 'pseudonym processing,' 'pseudonym information,' and 'anonymous information,' and provides examples for each.
