Ireland: ICCL publishes letter concerning Government's plans to legislate for policing FRT

The Irish Council for Civil Liberties ('ICCL') published, on 25 November 2022, its joint letter, dated 23 November 2022, to the Minister of Justice, Helen McEntee, outlining their concerns over the Government of Ireland's ongoing plans to legislate for and deploy policing facial recognition technologies ('FRT'). In particular, the letter emphasises that the principles of Ireland's National Artificial Intelligence Strategy for inclusive and responsible decision making about adopting artificial intelligence ('AI') technologies should be adhered to.

In doing so, the letter addesses, amongst others, concerns regarding the need to invest money and resources in implementing a FRT law that may need to be significantly amended in the near future. In addition, the letter notes that, as the processing of biometric data under all circumstances constitutes a serious interference, governments should engage in a process of consultation before deciding to police FRT.
