Germany: Federal authorities publish draft catalogue of telecommunications network security requirements

The Office for Information Security ('BSI') announced, on 11 August 2020, that the Federal Network Agency ('BNetzA') had published a draft catalogue of security requirements for the operation of telecommunications and data processing systems ('the Draft Catalogue'), drafted in collaboration with the BSI and the Federal Commissioner for Data Protection and Freedom of Information ('BfDI'). In particular, the BSI stated that the Draft Catalogue contains requirements on how to build up modern, strong and secure 5G networks and how to operate them. Moreover, the BSI announced that the Draft Catalogue was submitted to the European Commission ('the Commission') and will, subject to its certification, also be published in English.

Furthermore, the BNetzA called for comments on its draft list of critical functions of telecommunications networks ('the Draft List'). Critical functions already included in the Draft List include, among other things, participation management, network services, information flow management, and lawful interception.
