China: NPC announces proposal of Digital Economy Promotion Law

On April 3, 2024, the National People's Congress of the People's Republic of China (NPC) announced that several NPC deputies proposed a bill on the preparation of a Digital Economy Promotion Law (the Law), to promote the modernization of the digital economy governance system and capabilities.

In particular, the NPC outlines that the Law should legislate and regulate risks and issues such as excessive collection, leakage, abuse, and infringement of data, violation of scientific and technological ethics, internet fraud, internet pornography, illegal virtual currency, infringement of personal information and privacy, endangerment of national security, and endangerment of human security.

Furthermore, the NPC clarifies that the Law would focus on clarifying the functions and development of the direction of the digital economy, promoting the construction of digital infrastructure and industrialization, and strengthening the effective use of data resources.
