Chongqing: Big Data Development Bureau request comments on reform of market-based allocation of data

The Municipal Big Data Development Bureau of Chongqing requested, on 19 November 2021, public comments on the draft Action Plan for the Reform of Market-based Allocation of Data Elements in Chongqing. In particular, the Action Plan highlights the aim for a public service system for data element circulation and data sharing. More specifically, the Action Plan details 27 main tasks for improving data elements, including the establishment of industry-wide data application and management rules, the establishment of Big Data management standards, the strengthening of data security supervision, and the improvement of data protection capabilities.

Furthermore, the Action Plan notes the need to promote cross-border data transfers, and relevant controls mechanisms and monitoring, detailing the aim to carry out pilot demonstrations of such a system with cross-border data flows between China and Singapore. In addition, the Action Plan provides for the construction of a three-level data sharing system, at country, city, and district levels.
