Russia: President issues amendments to the National AI strategy

On February 15, 2024, the President of the Russian Federation issued Decree No. 124 introducing amendments to Decree No. 490 on the development of artificial intelligence in the Russian Federation and to the National Strategy for the development of artificial intelligence for the period until 2030 (the Decree).

In particular, the Decree includes several new definitions such as 'dataset,' 'large generative models,' 'artificial intelligence model,' and 'strong artificial intelligence.'

Furthermore, the Decree provides, among others, new provisions regarding:

  • the act to ensure, before July 1, 2024, the inclusion of the federal project 'Artificial Intelligence' in the national project for the formation of a data economy for the period until 2030;
  • the increase of the availability of infrastructure necessary for the development of artificial intelligence (AI), which includes providing access to scientists, software development organizations, and industry organizations, as well as cooperation with partner countries;
  • the support for organizations developing AI, including the provision of grants, promotion of best organizations, and development of skills;
  • the support for research and development to ensure advanced development of AI, including an increase in funding;
  • the increase of the level of competencies and citizen awareness in the field of AI, including the development of educational and training programs;
  • the implementation of trusted AI technologies in public bodies and organizations, including the development of digital programs, infrastructures, and registers;
  • the creation of favorable regulatory and legal conditions for the development, implementation, and use of AI, including providing access to various types of data and defining rules for risk assessments, as well as ensuring the principles of:
    • security;
    • humanistic approach;
    • respect for human autonomy and free will;
    • non-discrimination;
    • risk-based approach;
    • responsibility; and
    • qualified expert assessment; and
  • the implementation of international cooperation in the use of AI, including the promotion of policies and standards, as well as the export of technologies.

Lastly, the Decree clarifies that the implementation of the National Strategy is to be carried out by the coordinated actions of the Government of the Russian Federation, other governmental bodies, and non-profit organizations via 'road maps,' national projects, and strategies.
