Virginia: Governor issues directive on secure consumer transactions
Virginia Governor, Terry McAuliffe, signed, on 5 May 2015, Executive Directive 5: Securing Consumer Transactions ('the Directive'). The Directive requires state agencies and merchants to have advanced card security features by the end of 2015. Virginia is the first state to mandate the enhanced protections supported by President Obama. The security requirements in the Directive include data breach reporting and notification.
