Uganda: NGO Bureau reminds organisations to register with PDPO before 31 October 2022
The National Bureau for Non-Governmental Organisations ('NGO Bureau') under the Ministry of Internal Affairs published, on 7 October 2022, Circular No. 1 of 2022 dated 7 October 2022, in which it urged non-governmental organisations ('NGOs') to register with the Personal Data Protection Office ('PDPO') no later than 31 October 2022. In particular, the NGO Bureau noted that Section 29 of the Data Protection and Privacy Act 2019 ('the Act') and Regulation 15(1) of the Data Protection and Privacy Regulations 2021 require all persons, institutions, and public bodies collecting and processing personal data to register with the PDPO, for which the PDPO had granted a grace period of up to December 2021.
Notwithstanding the above, the NGO Bureau highlighted that, with effect from November 2022, the PDPO will may take enforcement action against organisations that have not registered in compliance with the Act. According to the NGO Bureau, failure to do so will also affect the services offered by the NGO Bureau to non-compliant organisations.
