Singapore: MoH releases cyber and data security guidelines for healthcare providers

On December 4, 2023, the Ministry of Health (MoH) released Cyber & Data Security Guidelines for Healthcare Providers. The guidelines were developed in consultation with other authorities, including the Personal Data Protection Commission (PDPC) and guide the implementation of cyber and data security measures for the proper storage, access, use, and sharing of health information by healthcare providers. 

What are the key aspects of the guidelines?

The guidelines focus on three areas, namely:

  • cybersecurity, including software updates, data backup, and asset management;
  • data security, including sensitive data security and identification and classification of data assets; and
  • common cyber and data security requirements, including outsourcing, incident response, and emergency planning.

Next steps

The MoH noted that, while the cyber and data security requirements are currently issued as guidelines to promote early awareness and familiarity amongst healthcare providers, the requirements will eventually be imposed as regulatory requirements under a health information bill, which the MoH plans to introduce in mid-2024.
