Singapore: IMDA consults on Model AI Governing Framework for Generative AI

On January 16, 2024, the Infocomm Media Development Authority of Singapore (IMDA) and AI Verify Foundation requested public comments on a draft Model Governance Framework for Generative AI (draft Framework). In particular, the draft Framework highlights that it aims to review the Model AI Governance Framework first issued in 2019 and updated in 2020. Specifically, the draft Framework addresses some of the same risks of the old Framework, and new ones including hallucination, copyright infringement, and value alignment.

Notably, the draft Framework proposes nine dimensions including:

  • Accountability - incentivizing players in the artificial intelligence (AI) chain to be responsible to end users, recognizing the multiple layers that exist in the development of generative AI;
  • Data - ensuring data quality, through trusted data sources, and the risks of using personal data and copyright material in training data;
  • Trusted Development and Deployment - ensuring meaningful transparency around baseline safety and hygiene measures in development and deployment;
  • Incident Reporting - establishing structures and processes to enable incident monitoring and reporting;
  • Testing and Assurance - enabling the adoption of third-party testing and assurance to demonstrate trust with end-users;
  • Security - adapting and using testing tools to address security risks;
  • Content Provenance - transparency about where and how content is generated, and technical solutions including watermarking and cryptographic provenance;
  • Safety and Alignment Research and Development - global cooperation among AI safety research and development to keep pace with commercially driven growth; and
  • AI for Public Good - democratizing AI access, improving public sector AI adoption, upskilling workers, and developing AI systems sustainably.
