Shanghai: SMPG announces public data open platform in Shanghai

The Shanghai Municipal People's Government ('SMPG') announced, on 20 November 2019, the opening of a public data open platform ('the Platform'). In particular, the Platform currently has 2,100 public data sets that cover the main business areas of various municipal departments. In addition, the inclusive financial pilot project has opened 412 data sets of eight departments from four pilot banks, helping small and micro-enterprises with good public credit to carry out financing and lending. 

Moreover, the Platform includes functions such as data mapping to enhance service capabilities and increases the data sandbox environment to prepare for the further expansion of data openness. Furthermore, the SMPG outlines stipulations to the access of data sets. In addition, the SMPG highlights that, for data with low levels of openness, which includes of traffic violation penalties and public health monitoring, there is unfettered access. However, for sensitive data such as personal privacy, trade secrets, and state secrets there is strict security, and dynamic management.
