Saudi Arabia: SDAIA publishes guidelines on generative AI for Government and general public
The Saudi Data & Artificial Intelligence Authority (SDAIA) published, on January 10, 2024, its Generative Artificial Intelligence Guidelines for Government (the guidelines for the Government), and, on January 11, 2024, it published the Generative Artificial Intelligence Guidelines for the Public (the guidelines for the public).
What is included in the guidelines for the Government?
The guidelines for the Government offer regulatory guidance for Government employees regarding the responsible use and processing of Government data using generative artificial intelligence (AI) tools. The guidelines for the Government aim to align with and support compliance with current regulations and policies in Saudi Arabia, including the ones related to data governance, privacy, security, intellectual property, and human rights.
In particular, the guidelines for the Government provide a breakdown of the mandatory regulations governing the use of Government data in generative AI tools, regarding mainly the following topics:
- fairness;
- reliability and safety;
- transparency and interpretability;
- accountability and responsibility;
- privacy and security;
- humanity;
- social and environmental benefits;
- roles and responsibilities within the entity;
- benefits of using generative AI; and
- potential challenges or risks associated with the use of generative AI.
Finally, the guidelines for the Government also include examples based on common scenarios that entities may face, as well as a checklist for utilizing generative AI tools.
What is included in the guidelines for the public?
Similarly, the guidelines for the public aim to comprehensively address the responsible and effective development and use of generative AI by the public, including developers and users of generative AI.
In particular, the guidelines for the public outline:
- the benefits of using generative AI;
- how to comply with AI ethics principles (fairness, reliability and safety, transparency and interpretability, accountability and responsibility, privacy and security, humanity, and social and environmental benefits); and
- the risks of using generative AI and ways to mitigate them.
