Russia: Roskomnadzor receives court's decision to restrict access to Telegram

The Federal Service for the Supervision of Communications, Information Technology and Mass Communications ('Roskomnadzor') announced, on 16 April 2018, that it had received a decision by the Tagansky District Court of Moscow ('the Court'), on 13 April 2018, to restrict access to Telegram Messenger Limited Liability Partnership ('Telegram'), and that it had sent information to telecom operators with a view to restrict such access. This follows Roskomnadzor's request to the Court, on 6 April 2018, on the same, under Article 15.4 Federal Law of 27 July 2006 No. 149-FZ on Information, Information Technologies and the Protection of Information, in response to Telegram's failure to comply with a previous decision, on 20 March 2018, requiring it to provide encryption keys to the Federal Security Service.

UPDATE (28 May 2018) 

Roskomnadzor sends letter to Apple 

Roskomnadzor announced, on 28 May 2018, that it had sent a letter to Apple Inc. requesting it no longer distribute the Telegram Messenger app in the App Store, as well as discontinue the Apple Push Notification Service in relation to Russian users of the app.

Telegram files second complaint with ECtHR 

The Head of the International Human Rights Group Agora, representing the legal interests of Telegram, Pavel Chikov, announced, on 18 June 2018, that Telegram had filed a second complaint to the European Court of Human Rights ('ECtHR') on the decision by Russian authorities to restrict access to Telegram.
