Russia: Ministry of Transport Order expands list of personal information collected and stored from passengers

On May 2, 2024, the website for the official publication of acts in the Russian Federation published an Order of the Ministry of Transport of the Russian Federation, dated February 5, 2024, No. 162 regarding the approval of the procedure for the formation and maintenance of automated centralized databases of personal data on passengers and personnel (crew) of vehicles, as well as the storage period and procedure for providing the data contained therein.

In particular, the Order outlines that in case of transportation by air, road, rail, sea, and inland waterway transport, the following personal data of passengers must be transferred to automated centralized databases of personal data on passengers and vehicle personnel:

  • telephone numbers and email addresses specified during purchase;
  • account data;
  • IP addresses; and
  • information about the electronic means of payments.

The Order defines a data retention period in the database of seven years and will come into force on September 1, 2024.
