Russia: Draft bill providing FAS with greater powers passes first reading

The Russian State Parliament ('Duma') announced, on 19 February 2020, that Bill No. 848392-7 on Amendments to the Federal Law on Protection of Competition and Certain Legislative Acts of the Russian Federation in terms of Improving the Efficiency of the Identification and Suppression of Agreements Restricting Competition and Concerted Actions ('the Bill') had been adopted at the first reading. In particular, the Bill provides, among other things, the Federal Antimonopoly Service ('FAS') with the right to receive personal data and communication services subscriber data, including information on dynamic and static IP addresses and on the ownership of subscriber numbers by legal persons.
