Maryland: Bill on unsolicited telephone calls approved with amendments by House of Delegates committee

House Bill 37 for An Act concerning Commercial Law - Consumer Protection - Telephone Solicitation (Stop the Spam Calls Act of 2023) was approved with amendments, on 8 March 2023, by the Economic Matters Committee of the House of Delegates, during its second reading. In particular, the bill seeks to establish, among other things, that, without the prior express written consent of the telephoned party, a person may not make, or cause to be made, a telephone call that involves:

  • an automated system for the selection or dialling of telephone numbers; and
  • the playing of a recorded message when a connection is completed to the number called.
