Japan: PPC releases guidance on use of thermal cameras

On September 13, 2023, the Personal Information Protection Commission (PPC) released guidance on the use of thermal cameras in line with the Act on the Protection of Personal Information (APPI). The guidance examines the collection of personal information including facial images through thermal cameras and details considerations for handling such data, including lawful processing, disclosure requirements, and data security. In particular, the guidance confirms that when the use of a thermal camera is no longer needed, the personal information stored in the same must be handled with the measures necessary to prevent leakage of personal data, such as erasing the personal data by irretrievable means.
