Japan: METI issues cyber and physical security guidelines for factory systems

The Ministry of Economy, Trade, and Industry ('METI') issued, on 16 November 2022, its Cyber and Physical Security Guidelines for Factory Systems. In particular, the METI highlighted that the guidelines are meant to provide reference concepts and steps for implementing security measures for factory systems, including creating guidelines according to the circumstances of the industry and business type, as well as the security of the industry.

More specifically, the guidelines examine security measure planning, such as the formulation of security objectives and correlation of security measures against assumed threats. In addition, the guidelines address requirements related to compliance with laws, standards, and guidelines, the execution of security measures, and constant review of plans, measures, and operation policies.
