Ivory Coast: ARTCI checks legality of organisations' data collection and processing

The Telecommunications Regulator of the Ivory Coast ('the ARTCI') announced, on 17 February 2017, that it would be checking the legality of the collection and use of all personal data by organisations pursuant to Law No. 2013-450 of 19 June 2013 on the Protection of Personal Data. The aim of this is to ensure that data controllers are taking all necessary precautions to prevent the data being misused, lost or stolen. The ARTCI has requested that all private and public organisations who process personal data report the details of the processing to them as soon as possible.

Furthermore, the ARTCI has issued a non-exhaustive list of the types of processing activities and data categories that warrant reporting, including, direct marketing, biometrics, CCTV and geolocation systems. From now on, any personal data processing is subject to prior notification to and authorisation from the ARTCI.
