International: UK and South Korea sign partnership to advance cooperation on digital issues

On November 22, 2023, the UK Department for Science, Innovation and Technology (DSIT) published the UK-Republic of Korea Digital (RoK) Partnership (the partnership), signed together with the Ministry of Science and ICT of the Republic of Korea (MSIT).

What are the areas of collaboration included in the UK-RoK Partnership?

  • artificial intelligence (AI);
  • data flows;
  • development of technology ecosystems;
  • digital technical standards;
  • fair and competitive digital markets;
  • cybersecurity;
  • future telecoms and supply chain resilience;
  • global digital norms;
  • internet governance;
  • online safety; and
  • semiconductors. 

What are the key actions in the partnership?

In particular, the partnership provided for close collaboration in the promotion of safe, responsible, human-centric, and trustworthy AI, through, among other actions:

  • strengthening interoperability between both countries' AI governance frameworks;
  • promoting agile approaches to AI governance, based on clear evidence and multi-stakeholder engagement; and
  • promoting information-sharing and dialogue to more effectively identify and address harms arising from the application of AI systems.

Moreover, the partnership set out objectives for cross-border data flows while ensuring personal data protection. The partnership also established the conditions for a cyber ecosystem in which both countries can co-develop a program of information sharing and collaborative work to strengthen cyber resilience.


The partnership established the UK-RoK Digital Partnership Forum as the entity responsible for overseeing its implementation.
