Hunan: Government issues social credit information management measures

Credit China announced, on 25 January 2021, that the Hunan Provincial Government issued the Hunan Provincial Social Credit Information Management Measures. In particular, Credit China noted that the measures outline requirements for the collection and disclosure of credit information. Specifically, Credit China highlighted that the measures clarify that when collecting credit information, credit entities must obtain consent and disclose the content, method, and purpose of collection, as well as the rights and obligations of individuals and credit entities respectively. Notably, Credit China pointed out that the measures prohibit the collection of information regarding natural persons' religious beliefs, genes, fingerprints, blood types, disease and medical history information, and other personal information that is prohibited by laws and regulations.

The measures will come into effect on 1 May 2021.
