Hangzhou: Bureau of Justice requests public comment on draft Social Credit Regulation

The Municipal Government of Hangzhou released, on 18 June 2021, the Hangzhou Social Credit Management Regulations and is requesting public comments on the same. In particular, the regulations define information such as credit, public credit, and market credit information, and outline requirements for the collection of the same. More specifically, the regulations provide that the collection of social credit information must follow the principles of lawfulness, fairness, necessity, and prudence, and shall not infringe state secrets, commercial secrets, and/or personal privacy. Further to this, the regulations provide for rights for credit subjects including the right to obtain information on the collection, disclosure, sharing, inquiry, and application of their own social credit information, as well as the right to inquire about, and correct, the same.

Public comments can be submitted via email to [email protected] until 18 July 2021.
