Florida: Bill creating Government technology modernization council enrolled
On March 6, 2024, Senate Bill 1680 creating the Government technology modernization council was enrolled after having passed the Florida House of Representatives on the same date and passing the Florida State Senate on February 28, 2024.
What are the main provisions of the bill?
In particular, the bill would create the Government technology modernization council, whose purpose is to study and monitor the development and deployment of new technologies and provide reports on recommendations for procurement and regulation of such systems to the Florida Governor, the President of the Florida Senate, and the Speaker of the Florida House. In addition, the bill also provides for the composition of the council, its members' terms, and the regularity of meetings of the council.
Furthermore, the bill introduces provisions related to 'generated child pornography,' defined as any image that has been created, altered, adapted, or modified by electronic, mechanical, or other computer-generated means to portray a fictitious person, whom a reasonable person would regard as being a real person younger than 18 years of age, engaged in sexual conduct. The bill provides that it is unlawful for a person to knowingly possess, control, or intentionally view a photograph, a motion picture, a representation, an image, a data file, a computer depiction, or any other presentation which, in whole or in part, they know includes generated child pornography.

On April 16, 2024, the bill was signed by Officers and presented to the Governor of Florida. This follows the bill's passage in the Senate on February 28, 2024, and in the House of Representatives on March 6, 2024.

The bill will take effect on July 1, 2024.
