China: CAICT issues digital governance white paper

The China Academy for Information and Communication Technologies ('CAICT') issued, on 23 December 2021, the Global Digital Governance White Paper. In particular, the CAICT highlighted the evolution of digital governance to date, and further outlined the key digital issues, including governance related to artificial intelligence ('AI') and cross-border data flows. More specifically, the CAICT noted the requirement for further regulation on AI, building on the New Generation of Artificial Intelligence Ethics Code issued in September 2021, detailing the ethical risks stemming from AI's usage. In addition, the CAICT also provided for the challenges facing cross-border data flows, citing the requirement of data localisation measures to protect privacy, personal data, and intellectual property, without obstructing access to personal information.
