China: CAC announces launch of Internet Information Algorithm Filing Service
The Cyberspace Administration of China ('CAC') announced, on 28 February 2022, the launch of the Internet Information Algorithm Filing Service. In particular, the CAC highlighted that the launch of the Filing Service fulfils the requirements of Article 24 of the Internet Information Service Algorithm Recommendation Management Regulations ('the Regulations'), which came into force on 1 March 2022. More specifically, the CAC outlined that Article 24 of the Regulations requires algorithm recommendation service providers with public opinion attributes or social mobilisation capabilities to fill in the name and service of the service provider through the Filing Service within ten working days of providing the service.
In addition, the CAC noted that Article 24 of the Regulations requires the application field, algorithm type, algorithm self-assessment report, content to be announced, and other information to be submitted through the filing procedure. Furthermore, the CAC detailed that Article 24 of the Regulations set out that, if the filing information of algorithm recommendation service provider changes, the change procedures must be filed within ten working days of the date of change. Similarly, the CAC pointed out that, if algorithm recommendation service providers terminate service, they must fulfil filing and cancellation procedures within 20 working days from termination of service.
