California: Bill to establish Interagency AI Working Group introduced to Senate and amended
Senate Bill 721 for An Act to add and repeal Section 11546.47 of the Government Code, relating to artificial intelligence was introduced, on 16 February 2023, to the California State Senate, and thereafter referred, on 1 March 2023, to the Governance and Finance Committee. Subsequently, the bill, following amendments to the same introduced by its author, was read a second time and amended, on 22 March 2023, by the Senate, and re-referred to the Governance and Finance Committee, on the same date. In particular, the bill seeks to establish, for a period until 1 January 2030, the California Interagency AI Working Group to deliver a report to the legislature regarding artificial intelligence ('AI').
More in detail, the bill would require the working group members to be Californians with expertise in at least two of certain areas, including computer science, AI, and data privacy. Furthermore, the bill provides that the working group shall take input from a broad range of stakeholders and shall, among other things, study the implications of the usage of AI for data collection to inform testing and evaluation, verification, and validation of AI to ensure that the same will perform as intended, including when interacting with humans and other systems.
