Bulgaria: CPDP releases guidelines as ordinance on whistleblowing reports register is published in State Gazette

The Commission for Personal Data Protection (CPDP) announced, on August 4, 2023, the publication in the State Gazette of Ordinance No. 1, as issued by the CPDP on July 27, 2023, which regulates the register of reports under Article 18 of the Whistleblower Protection and Public Disclosure Act of February 2, 2023 (the Whistleblower Act), as well as the forwarding of said reports to the CPDP. At the same time, the CPDP also published the first methodological guidelines for receiving, registering, and considering reports submitted to the entities obliged under the Whistleblower Act.

Upon issuing the ordinance, the CPDP noted that the whistleblowing register is an essential element of accountability for legally bound entities and a key aspect of whistleblower protection, highlighting that, with the adoption of the ordinance, the national legal framework for the protection of whistleblowers is finalized.
