Brazil: Federal Government publishes Decree that regulates the National Policy on Climate Change

The Federal Government published, on 19 May 2022, Decree No. 11.075 of 19 May 2022 which establishes the procedures for the preparation of Sectoral Plans for Mitigation of Climate Change and institutes the National System for the Reduction of Greenhouse Gas Emissions. In particular, the Government stated that the Decree brings new elements, such as: 

  • various concepts including carbon credits, methane credits, and carbon stock units;  
  • the national registration system for emissions, emission reductions, and credit transactions; 
  • the additional possibility of recording the carbon footprint of products, processes, and activities; and 
  • the creation of the idea of 'blue carbon' to represent the water-related areas.
