Anhui: Communication Administration releases notice addressed to apps on violations of user rights

The Anhui Provincial Communications Administration published, on 7 June 2022, a notice addressed to apps that violate the rights and interests of users. In particular, the Administration noted that it had ordered rectification by apps in accordance with the Personal Information Protection Law ('PIPL'), the Cybersecurity Law, among others.

Background to the investigation

More specifically, the Administration noted that it had recently conducted a dial-up inspection of apps in the province.

Findings of the Administration 

Following its investigation, the Administration detailed that violations were detected in 34 apps. On this point, the Administration explained that apps were illegally collecting and using personal information, deceiving, and/or misleading users to download apps, as well as putting in place mandatory, frequent, and excessively demanding permission requests.


In the aftermath of the investigation, the Administration stated that, on 16 May 2022, a notice of correction was issued to the aforementioned apps, and rectification work was required to be completed within a set time limit. Moreover, the Administration confirmed that, to date, 17 apps have still not been rectified, noting that rectification must be undertaken before 13 June 2022. To this end, the Administration emphasised that, where rectification is not made by the aforementioned date, it will organise relevant disposal work in accordance with laws and regulations.
