USA: Congresswoman Eshoo sends letter to the NSA and OSTP on AI and biosecurity

Congresswoman Anna G. Eshoo announced, on 25 October 2022, that she had sent, on 18 October 2022, a letter urging the National Security Advisor ('NSA') and the Office of Science and Technology Policy ('OSTP') to address the risks dual use artificial intelligence ('AI') poses to biosecurity. In particular, Eshoo stated that "AI has important applications in biotechnology, healthcare, and pharmaceuticals, however, we should remain vigilant against the potential harm dual-use applications represent for the national security, economic security, and public health of the United States, in the same way we would with physical resources such as molecules or biologics".

Moreover, Eshoo explained that, as she stated in her previous letter to the OST regarding the open-source, generative model 'Stable Diffusion', AI models released without appropriate safeguards can lead to real world harms. In fact, Ehoo detailed that these risks are particularly acute regarding biosecurity, where the same AI models designed to assist in the design of new molecules for drug discovery can be easily transformed and directed to design new, lethal molecules.
