Turkey: KVKK announces Public Library of Science data breach

On February 22, 2024, the Personal Data Protection Authority (KVKK) announced that the Public Library of Science (PLOS), a publishing organization that publishes open-access journals and research in science, technology, medicine, and other scientific literature under an open-content license, submitted a data breach notification to the KVKK pursuant to Article 12(5) of the Law on Protection of Personal Data No. 6698 (the Law). In particular, an article authored by the Department of Infectious Diseases and Clinical Microbiology at Ankara City Hospital was published openly on the internet without anonymizing the data of individuals involved in the research. The breach occurred on January 31, 2024, and was detected on February 15, 2024.

The KVKK noted that 893 individuals, who are part of a medical research study, have been affected by the breach, which involves the exposure of data including name, age, and gender, as well as sensitive personal information such as treatment location, medical information, prescribed medications, and medical procedures.
