Russia: Roskomnadzor publishes note on blocking VPN services and sites that advertise them

On October 5, 2023, the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) highlighted that national legislation allows the possibility of blocking operations of bypassing restrictions to access illegal information, including VPN services.

Further to the above, the Roskomnadzor noted that Federal Law N° 406-FZ, adopted on July 31, 2023, will permit the Roskomnadzor to block websites that advertise services and methods for bypassing restrictions, including sites that: 

  • popularize such services and methods; 
  • contain information on the attractiveness of using those services and methods; or 
  • describe the possibility of gaining access to prohibited resources through the use of those services and methods. 

According to the Roskomnadzor, services that provide access to information that is categorized as restricted are considered a threat to the stability, security, and integrity of the functioning of the internet and public communications networks.
