Russia: Roskomnadzor launches social networks register to monitor compliance with Russian legislation

The Federal Service for the Supervision of Communications, Information Technology and Mass Communications ('Roskomnadzor') launched, on 22 September 2021, a register of social networks, pursuant to Federal Law of 30 December 2020 No. 530-FZ on Amendments to the Federal Law on Information, Information Technologies and Information Protection. In particular, the Roskomnadzor recalled that the law introduces self-regulation obligations for social media organisations, requiring them to identify and block content that violates Russian legislation. Furthermore, the Roskomnadzor noted that the law also obliges such organisations to, among other things, provide mechanisms for receiving content removal requests and to publish annual reports on the same.  

In this regard, the Roskomnadzor noted the register aims to monitor organisations' compliance with such requirements, as well as other Russian legislation. More specifically, the register contains information about any orders issued by the Roskomnadzor, data on the location of the social network, and services for users.

Finally, the Roskmonadzor confirmed that the register currently includes Facebook, Twitter, Instagram, TikTok, Likee, YouTube, VKontakte, and Odnoklassniki.
