Russia: Roskomnadzor bans foreign hosting service providers from search engines

On October 27, 2023, the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) decided to impose additional measures on web hosting providers that violated the Federal Law of July 1, 2021 No. 236-FZ on Activities of Foreign Persons in the Information and Telecommunication Network on the Territory of the Russian Federation (the Law).

Background to the decision

The Roskomnadzor had previously imposed coercive measures against 12 web hosting providers for not complying with the following obligations provided for in Article 5 of the Law:

  • registering a personal account on the Roskomnadzor's website;
  • posting a feedback form for Russian citizens and organizations;
  • creating an authorized representative office in Russia.

Findings of the Roskomnadzor

The Roskomnadzor highlighted that the following web hosting providers still did not comply with their legal obligations:

  • Hetzner Online GmbH;
  • Network Solutions, LLC;
  • WPEngine, Inc.;
  •, LLC;
  • Ionos Inc.;
  • DreamHost, LLC;
  • Amazon Web Services, Inc.;
  • LLC;
  • Bluehost Inc.;
  • Kamatera Inc.; and
  • DigitalOcean, LLC.


For that reason, the Roskomnadzor decided to ban those websites from appearing on search engines until they comply with their obligations in full.
