Russia: Roskomnadzor applies measures against foreign web hosting providers

On September 26, 2023, the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) published a list of 12 web hosting providers that violated Federal Law of July 1, 2021 No. 236-FZ on Activities of Foreign Persons in the Information and Telecommunication Network on the Territory of the Russian Federation (the Law).

The companies listed by the Roskomnadzor are: 

  • Hetzner Online GmbH; 
  • Network Solutions, LLC; 
  • WPEngine, Inc.; 
  • HostGator.com, LLC; 
  • Ionos Inc.; 
  • DreamHost, LLC; 
  • FastComet, Inc.; 
  • Amazon Web Services, Inc.; 
  • GoDaddy.com LLC; 
  • Bluehost Inc.; 
  • Kamatera Inc.; and 
  • DigitalOcean, LLC.   

Findings of the Roskomnadzor

In particular, the Roskomnadzor confirmed that the companies failed to comply with the following requirements: 

  • register a personal account on the Roskomnadzor website; 
  • post a feedback form for Russian citizens and organizations; and 
  • create an authorized representative office in Russia. 

Outcomes

The Roskomnadzor applied coercive measures by informing internet users, through search engines, that the above-mentioned companies violated the Law. The Roskomnadzor further informed that the measures taken will remain in effect until the foreign web hosting providers comply with these obligations.
