Russia: President signs law increasing fines for data localisation and processing requirements
The President of the Russian Federation, Vladimir Putin, signed, on 2 December 2019, Federal Law of 2 December 2019 No. 405-FZ on Amending Certain Legislative Acts of the Russian Federation ('the Law'), which increases the fines for violations of data localisation and data processing requirements. In particular, the Law states that failure by operators to collect, systemise, and store personal data in Russian databases, shall result in fines from RUB 30,000 to 50,000 (approx. €420 to €700) for individuals, RUB 100,000 to 200,000 (approx. €1,400 to €2,800) for public officials, and RUB 1 million to 6 million (approx. €14,000 to €84,500) for legal entities. In addition, the Law highlights that repeat offences shall entail fines from RUB 50,000 to 100,000 for individuals, RUB 500,000 to 800,000 (approx. €7,000 to €11,000) for public officials, and RUB 6 million to 18 million (approx. €84,500 to €250,000) for legal entities.
