Russia: Bill on remote work introduced to Duma
A bill to amend the Labour Code and implement remote work ('the Bill') was introduced, on 16 June 2020, to the Russian State Parliament ('Duma'). In particular, the Duma highlighted that the Labour Code does not currently provide for a situation of temporary distance employment and, in light of the COVID-19 ('Coronavirus') pandemic, the Bill would increase the flexibility of employment and the use of information and communication technologies in labour relations, while protecting the rights and freedoms of employees working remotely. In addition, the Duma outlined that the proposed changes in the Bill would maximise the transition to electronic document management, and that employment contracts would establish additional conditions on the obligation of employees to use means of information protection. Moreover, the Bill includes provisions on expanding the guarantees for employees working distantly and revising work time.
