Quebec: CAI releases 2022-2023 annual report

The Quebec Commission on Access to Information (CAI) released, on October 17, 2023, its 2022-2023 annual activity and management report. The report highlighted that the CAI achieved all the targets established in its 2019-2023 Strategic Plan, and reduced the processing times for appeals and investigations. The report also discussed the entry into force of several provisions of the Act to modernize legislative provisions as regards the protection of personal information ('Act 25' formerly known as 'Bill 64') in September, noting that it has revised documentation in line with the amendments and has put in place the necessary processes to assume its new responsibilities associated with the same.

Furthermore, the report highlights that the CAI received 254 incident notices, predominately from the private sector, and 218 opinions. The CAI detailed that the categories of incidents included unauthorized access to personal information, unauthorized use of information, unauthorized communication of information, and loss/other breach of intelligence protection.
