Hainan: CAC launches management work on excessive personal information collection and use on mini programs

The Cyberspace Administration of China ('CAC') announced on, 5 November 2021, that the Cyberspace Administration of Hainan Provincial Party ('CAC of Hainan') had launched special management work on the excessive collection and use of personal information in mini programs. In particular, the CAC noted that the carrying out of the special control action for excessive collection and use of personal information by mobile internet mini programs is a specific measure taken by Hainan Province to implement the Personal Information Protection Law ('PIPL'). Accordingly, the CAC highlighted that the illegal collection and use of personal information in 11 mini programs were notified by the CAC of Hainan.

Furthermore, the CAC stated that the CAC of Hainan will continue to carry out technical monitoring and on-site inspections on the application of mini programs in various industries, and irregularly notify the collection and use of personal information on mini programs, as well as related operating units involved in the violations of laws and regulations to ensure that mini programs are enforcing the protection of citizens' personal information from the source.
