France: CNIL initiates checks of StopCovid app during Coronavirus crisis
The French data protection authority ('CNIL') announced, on 4 June 2020, that following its opinions on SI-DEP and Contact Covid patient monitoring information systems and the draft decree governing the StopCovid tracing app, it will initiate checks to ensure the proper functioning of these systems. In particular, these checks will start in June 2020 with the aim to verify the procedures for obtaining consent and informing individuals, the security of the information systems, data transfers and the recipients of data, as well as the respect of individuals' rights to access data and object to data processing. In addition, CNIL highlighted that, if the findings indicate a serious breach, formal notices or sanctions may follow. Lastly, CNIL noted that the findings will supplement a report for the Parliament on the use of information systems during the COVID-19 ('Coronavirus') crisis under Article 11 of Law No. 2020-546 of 11 May 2020 ('the Health Emergency Law').
