EU: IAB Europe launches updated TCF in response to industry demand and Belgian DPA action plan

On May 16, 2023, the Interactive Advertising Bureau (IAB) Europe released its Transparency & Consent Framework (TCF) V2.2, which responds to the call for changes from industry and to the action plan validated by the Belgian Data Protection Authority (Belgian DPA). As a voluntary standard and accountability tool directed to publishers, vendors, and consent management platforms, the TCF aims to facilitate compliance with certain provisions of the General Data Protection Regulation (GDPR) and the ePrivacy Directive.

Main changes introduced in TCF V2.2

Overall, the latest version of the TCF includes changes aimed at strengthening the TCF as a standard in the industry. Among other changes, the TCF includes revised purpose names and descriptions, new retention periods for all purposes, the removal of the legitimate interest legal basis for advertising and content personalization, the introduction of data categories used in conjunction with the purposes, and a more robust vendor compliance program.

In addition to releasing the updated TCF, IAB Europe also updated all the supporting documentation, including policies, terms and conditions, technical specifications, operational resources, compliance resources, and frequently asked questions (FAQs).

What should TCF participants do now?

Now that the TCF V2.2 has been released, participants will have until the end of the third quarter of 2023 to adopt it and make the necessary changes to their respective implementations.
