EU: Commission releases white paper on AI

The European Commission ('the Commission') released, on 19 February 2020, its white paper ('the White Paper') on artificial intelligence ('AI'), presenting policy options to enable a trustworthy and secure development of AI in Europe. In particular, the White Paper outlines that its main building blocks are the development of a policy framework to accelerate the adoption of AI solutions and the development of an AI regulatory framework which ensures compliance with EU rules, including the rules protecting fundamental rights and consumers' rights, especially for AI systems operated in the EU that pose a high risk.

In addition, the White Paper highlights that improving access to, and the management of, data is fundamental for the development of AI digital applications and that the main risks related to the use of AI concern the application of rules designed to protect fundamental rights, including the protection of personal data and privacy. Moreover, the White Paper notes the risk that AI may be used by employers to monitor employee behaviour in breach of EU data protection rules or to retrace and de-anonymise data concerning individuals.
