China: State Council releases 14th Five-Year Plan on Digital Economy Development

The State Council of the People's Republic of China released, on 14 January 2022, its 14th Five-Year Plan on Digital Economy Development. In particular, the plan highlights the current digital economy development strategy, and outlines basic principles, general requirements, and main objectives of the same. More specifically, the plan details, as one of its general requirements, the construction of data resource standard systems, as well as improved data management levels and quality. Moreover, the plan aims to promote data classification and hierarchical management and to strengthen data security risk assessments, as well as enhancing monitoring, early warning, and emergency responses. Furthermore, the plan encourages innovative data development and utilisation models, and intends to mobilise industry associations, research institutes, enterprises, and other parties to participate in data value development on the premise of ensuring data security and user privacy.
