China: MIIT issues notice on 14th Five-Year Big Data Industry Development Plan
The Ministry of Industry and Information Technology ('MIIT') issued, on 30 November 2021, a notice on the 14th Five-Year Big Data Industry Development Plan. In particular, the Plan highlights the aim to improve data security systems through the implementation of applicable laws and regulations, focusing on, among other things, data classification, data sharing security, the monitoring of sensitive data leakage, and illegal cross-border data flow. More specifically, the Plan details the strengthening of data security through privacy computing, data desensitisation, and password research and development for data security products.
In addition, the Plan provides for a Data Security Casting Shield Operation, which outlines the necessary measures to strengthen data security management capabilities, and data security monitoring. Furthermore, the Operation details the aim to establish cross-border data transmission security mechanisms, including the development of risk assessments and pilot programmes in particular regions for international cooperation of cross-border data security rules.
