California: Parent's Accountability and Child Protection Act read for second time and amended in the Senate

On August 5, 2024, Assembly Bill 3080 on the Parent's Accountability and Child Protection Act (previously Assembly Bill 3080 relating to age verification: obscene and indecent material) was read for a second time in the California State Senate, amended, and ordered to third reading.

The amendments now include that the bill, if enacted, would require the Attorney General (AG) to issue regulations further defining reasonable steps pursuant to the bill and would provide that the penalty for a violation of the bill with regard to certain products or services that are illegal to make available to minors may be assessed and recovered only in a civil action brought by the AG.

Furthermore, the bill includes that it would become operative on January 1, 2027.
